PERAN KEPALA DESA DALAM PENGELOLAAN BUMDes BERDASARKAN PERDA NO 11 TAHUN 2010 DI DESA RANGGAS KECAMATAN AIR GEGAS KABUPATEN BANGKA SELATAN

Abstract


The existence of BUMDes Berkah Jaya has not provided maximum benefits for the welfare of the people of Ranggas village, South Bangka. Based on PERDA No. 11 of 2010 the purpose of establishing BUMDes is to encourage the development of village community economic activities, increase village original income sources, provide services to community needs and improve village potential management in accordance with the interests of village communities. The purpose of this study is to describe the role of village heads in the management of BUMDes based on PERDA No. 11 of 2010 in Ranggas Village, Air Gegas District, South Bangka Regency.The research method used in this research is descriptive qualitative research with an empirical juridical approach. Empirical juridical approach because the data is obtained based on the reference to legal norms, namely PERDA No. 11 of 2010 concerning Village-Owned Enterprises. Empirical facts data obtained through field documents in the form of in-depth interview notes to obtain primary data to answer problems according to research objectives. The subjects of this study were the village head, director of BUMDes Berkah Jaya, Secretary of BUMDes Berkah Jaya, BUMDes supervisors, MSMEs, entrepreneurs, and the general public. Then the object of this research is the role of the village head in the management of BUMDes based on PERDA No. 11 of 2010. Data collection techniques are by observation, interviews, and documentation. To maintain the validity of the data, the researcher used 2 triangulations, namely data sources and techniques. Data analysis techniques are information collection, data reduction, and drawing conclusions/verification. The results showed that, first, the village head as an advisor, gave directions, reminded him to be active in developing BUMDes and team cohesiveness must always be maintained, as well as conveying information that is developing in the community, providing motivation in the form of enthusiasm and delivery to have a strong mentality in working under pressure, working with good manners and honesty or openness to the community, and provide ideas in the form of several new populist programs, such as oil palm nurseries and fertilizers. Second, the village head conducts supervision in the form of evaluation and monitoring. Evaluation in the form of deliberation or meetings held every 3 months in the presence of the BPD, the community to ensure the condition of the BUMDes program runs smoothly and there are no obstacles or bad responses in the community about BUMDes Berkah Jaya and monitoring in the form of conveying and reminding in the meeting forum to continue to work with best and honestly for the betterment of the village. Third, the village head asked for an explanation in the form of a report through the mechanism for presenting the results of the program being implemented. The mechanism of expenditure and income is reported every 3 months and the SPJ for BUMDes management is every 1 year. Keywords: The Role of the Village Head, BUMDes, PERDA No. 11 of 2010
